    Question CPU charts confusion

I have a question (this maybe stupid) but why in the cpu charts section when I look at some cpu's their avg speed is lower than their known stock speed?
For example the Q6600 has an avg speed of 2151mhz when at stock it should be at least 2400mhz. If anything wouldnt the avg. be higher due to overclockers?
I know you can underclock a cpu, but I cant imagine a significant amount of people underclock their cpu to produce an avg. lower than stock speeds.

    thanks

Many of the new CPUs automatically reduce their clock speed when not under full load. And in older versions of PerformanceTest the CPU was not always being fully loaded for a long enough period when the Mhz measurement was made at startup.

Note that this does not effect the actual benchmark result, which does always fully load the CPU(s).
