If CPU1 got 1000 Points and another CPU2 got 2000 Points.
Is CPU2 now twice as fast?

So a CPU in 10 years might have 12313013413 Points?

How many Points needs to have a CPU more, to be twice as fast?

Yes, twice the score (known as the CPU mark in the PerformanceTest software (http://www.passmark.com/products/pt.htm)) is roughly twice the number of operations.

But in real life other issues, like RAM and disk bandwidth and the inability of applications to scale to 4 or 8 cores, means that application performance doesn't increase at the same rate as the CPU mark increases.
