Testing USB Low Speed

I there a way to use the USB 1.1 or 2.0 loopback plugs to do a stress test on USB low speed?

Both the USB 1 plug (now discontinued) and the USB2 plugs support USB1 and USB2 ports. But the USB2 plugs do not work on older versions of Windows (http://www.passmark.com/products/usbplugdiff.htm)like W95 and W98.
